MODAL VERB
NEEDN'T + HAVE + PAST PARTICIPLE - used in negative sentences when saying that something is not necessary.
More Examples:
You didn't need to bring all these things.  V It wasn't necessary, so it wasn't done!
You needn't have brought all these things.  V It was done, but it wasn't necessary!

 

ANSWERS 2: CONGRATULATED BILL ON PASSING
VERB + PREPOSITION
CONGRATULATE (sb) ON (sth) - to compliment or wish happiness to someone because of something.
